1. International Council of Christian Churches

The International Council of Christian Churches (Abbreviation: ICCC) was founded on August 12, 1948 at the English Reformed Church, Amsterdam, as a fundamentalist Christian group of constituent national churches with opposition to the more liberal-leaning World Council of Churches.

One of the main leaders of the movement was Carl McIntire, a Presbyterian minister, who also founded a number of Bible colleges and the American Council of Christian Churches.

a) Puerto Montt Declaration

The International Council of Christian Churches (ICCC), meeting in its 20th World Congress, January 22-29, 2020, in Puerto Montt, Chile, declares it continued allegiance and fidelity to the inspired, infallible and inerrant Scriptures, which are the very Word of God. It is the sole focus and purpose of the ICCC and its churches, in all that they do, to stand firmly “for the Word of God, and for the testimony of Jesus Christ” (Revelation 1:9). This has been the Council’s theme since its inception in 1948, and it appears on our logo.

The True Gospel
We declare also that the true Gospel of Jesus Christ must be guarded against all corruption, dilution or change. The Bible teaches that God so loved guilty sinners — who were unable to save themselves — and that He sent His only begotten Son into the world to die on the cross, rise victorious from the grave, save men from their sin, and to give them the free gift of eternal life. This salvation is only by the righteousness of Christ. “For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: Not of works, lest any man should boast” (Ephesians 2:8-9).

There are many attempts today to include social justice, climate change, renewable energy development, universal health care, a new world economic order, and so forth, as part of the Gospel. The World Council of Churches (WCC), in all of its apostasy, is a prime promoter of such teaching. We reject this as a continuing attempt by Satan to dilute and pervert the true message of the Good News of Jesus Christ which is clearly presented to us in the Scriptures. Even such earthly matters as are Scriptural can only come by the sovereign hand of God, and as a result of the work of the Gospel in the hearts of those who have been saved by His grace.

When men are born again by the power of God’s Spirit, and only then, can true social justice be seen. The Gospel changes men’s hearts from selfishness to compassion, stealing to giving, murder to protecting life, and loving others more than themselves. This is the only way a strong, free, safe and just society can be built.

We urge believers everywhere to actively witness for Christ, presenting only the true Biblical Gospel, in obedience to the Great Commission of Jesus Christ: “Go ye into all the world, and preach the gospel to every creature” (Mark 16:15).

The Exclusivity of the True Gospel
Isaiah 8:20 tells us: “To the law and to the testimony: if they speak not according to this word, it is because there is no light in them.” Therefore, we reject the syncretism and universalism increasingly displayed by the WCC, and even some evangelical churches. The continual attempts to break down and dismiss the crucial doctrinal errors of the Roman Catholic Church, which led to the Protestant Reformation in the 16th century, and even praising and working with other religions, cannot be countenanced in any way.

The Scriptures teach us: “Be ye not unequally yoked together with unbelievers: for what fellowship hath righteousness with unrighteousness? and what communion hath light with darkness? And what concord hath Christ with Belial? or what part hath he that believeth with an infidel? And what agreement hath the temple of God with idols?” (2 Corinthians 6:14-16).

These commands to be separate are likewise clearly violated by many in modern evangelicalism, including the World Evangelical Alliance (WEA). The WEA has in recent years produced joint statements with the World Council of Churches and the Roman Catholic Church,1 and has sent its leaders to participate in meetings with the Pope in Rome.2

The WCC and the Roman Catholic Church frequently send letters of encouragement to leaders of other religions, commending their false beliefs as somehow being the same as what Christians believe.3 This is a dangerous disregard for the souls of the lost. While God commands “all men every where to repent” (Acts 17:30), the WCC and others praise men in their sin.

True believers, despite strenuous criticism, do not hold the view that there is good in all religions, or that each religion is just a different path to God. God Himself declares decisively: “Look unto me, and be ye saved, all the ends of the earth: for I am God, and there is none else” (Isaiah 45:22). Christ tells us in John 14:6: “I am the way, the truth, and the life: no man cometh unto the Father, but by me.” And, the Apostle Peter proclaimed: “Neither is there salvation in any other [than Christ]: for there is none other name under heaven given among men, whereby we must be saved” (Acts 4:12).

The True Gospel in the Face of Increasing Evil in Society
In our present day, there is much opposition to the teachings of the Word of God, and much pressure is placed upon Bible-believing Christians and churches to compromise their beliefs and practices, in order to conform to the so-called norms of our godless society.

A case in point is the LGBTQ agenda being promoted vigorously all over the world. We declare our love for the souls of all sinners, but refuse to call good that which God declares to be evil (Romans 1:24-27). This applies as well to fornication, adultery, easy divorce, the promotion of gender confusion, and so forth. That God created all men “male and female” (Genesis 1:27), and ordained marriage to be between one man and one woman (Matthew 19:4-6) can never be compromised by the true child of God. What God declares to be sin, we must also declare to be sin — in conformance with God’s Holy Word. To conform our view of sin to the whims of a wicked society is a direct threat to the true Gospel of Christ.

The ICCC declares that all true children of God everywhere must humbly, but firmly, join Peter and the other apostles in declaring: “We ought to obey God rather than men” (Acts 5:29). Proverbs 14:12 tells us: “There is a way which seemeth right unto a man, but the end thereof are the ways of death.” Thus, we must steadfastly remain on the “narrow way,” which leads to life eternal.

“Be Thou Faithful Unto Death”

The ICCC calls on Bible-believing Christians and churches everywhere to be faithful to the Lord, not allowing the vain philosophies and evil devices of our world to distract from doing that which is right. Philippians 3:14 tells us: “I press toward the mark for the prize of the high calling of God in Christ Jesus.” Our eyes must forever be focused on what the Word of God commands us to do as we journey as “strangers and pilgrims” on our path to eternal glory.

We cannot just be doctrinally correct. The work of God’s Spirit must be ever present and evident in our lives. The ICCC calls on Bible-believing Christians and churches everywhere to:

1. Strive, with God’s help, to be holy. “But as he which hath called you is holy, so be ye holy in all manner of conversation; Because it is written, Be ye holy; for I am holy” (1 Peter 1:15-16). “But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, Meekness, temperance: against such there is no law” (Galatians 5:22-23).

2. Give your life in service to Christ: “I beseech you therefore, brethren, by the mercies of God, that ye present your bodies a living sacrifice, holy, acceptable unto God, which is your reasonable service” (Romans 12:1).

3. Study the Word of God: “Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth” (2 Timothy 2:15).

4. Meditate on the Word of God: “This book of the law shall not depart out of thy mouth; but thou shalt meditate therein day and night, that thou mayest observe to do according to all that is written therein: for then thou shalt make thy way prosperous, and then thou shalt have good success”

5. Spread the Gospel of Christ: “Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost: Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you always, even unto the end of the world. Amen” (Matthew 28:19-20). (Joshua 1:8).

6. Be unswerving in your stand for the Lord: “Stand therefore, having your loins girt about with truth, and having on the breastplate of righteousness; And your feet shod with the preparation of the gospel of peace; Above all, taking the shield of faith, wherewith ye shall be able to quench all the fiery darts of the wicked. And take the helmet of salvation, and the sword of the Spirit, which is the word of God” (Ephesians 6:14-17).

7. Be prepared to face persecution: “Thou therefore endure hardness, as a good soldier of Jesus Christ” (2 Timothy 2:3).

8. Expose evil: “Beloved, when I gave all diligence to write unto you of the common salvation, it was needful for me to write unto you, and exhort you that ye should earnestly contend for the faith which was once delivered unto the saints” (Jude 3).

9. Practice a true Biblical ecumenism, such as is found in the ICCC: “For as the body is one, and hath many members, and all the members of that one body, being many, are one body: so also is Christ (1 Corinthians 12:12). The Apostle John should be our example, when he said: “whom I love in the truth; and not I only, but also all they that have known the truth; For the truth’s sake, which dwelleth in us, and shall be with us for ever” (2 John 1-2).

Our Lord promises all those who follow Him: “Fear none of those things which thou shalt suffer: behold, the devil shall cast some of you into prison, that ye may be tried.… be thou faithful unto death, and I will give thee a crown of life” (Revelation 2:10).

Bishop Efraim Tendero, then CEO/General Secretary of the WEA, stated that this was a “thought-through move towards more cooperation of Christians on a global scale. We owe it to our constituency that we talk with the leadership of global Christian bodies and seek better understanding and closer cooperation wherever possible.”

At a speech at World Council of Churches headquarters, June 28, 2011, attended by WCC, Roman Catholic and WEA leaders, then WEA CEO/General Secretary Geoff Tunnicliffe stated from the lectern: “It has been an honour and a privilege to work with our colleagues in the Roman Catholic Church and the World Council of Churches … and we hope that this is just the beginning of many other such collabora- tive efforts. We know that our witness is made stronger and more truthful to the extent that we work together for the glory of God’s reign.” The WEA has only worked more closely with these apostate groups since that time.

2e.g.: Dr. Thomas Schirrmacher, then Chairman of the WEA Theological Commission, attended the Vatican Synod of Bishops in October 2012, and was pictured with Pope Benedict XVI. He also participated in the inauguration of Pope Francis in March 2013, and was pictured with him. The WEA has only worked more closely with the apostate Roman Catholic Church since that time.

3e.g.: On October 28, 2019, WCC General Secretary Dr. Olav Fykse Tveit wrote a letter to Hindu leaders, stating in part: “The World Council of Churches values the longstanding relationship that we enjoy with our Hindu partners. We look forward to translating this relation- ship into interreligious solidarity in service of a wounded humanity and a broken earth. I am confident that together we can make a difference and look forward to continued and closer collaboration between the WCC and our Hindu partners. During this festive season as you light Diwali lamps both in your homes as well as your hearts, may light and love flow into your lives and the lives of your loved ones, may grace and generosity abound in your communities and may you all be blessed. Happy Diwali.

Tveit also wrote to Muslim leaders on June 12, 2018: “It gives me great joy in sending you, the worldwide Muslim community, my greet- ings of peace and good will as you celebrate the Feast of Eid Al Fitr. Even as you end the holy month of Ramadan I very much hope that the past month has been both meaningful and blessed. Festivals with their dimension of gratitude to God have the potential to draw us closer to God and to those around us with a fresh and firmer awareness of God’s grace and generosity.”

b) Resolution on Religious Liberty

The International Council of Christian Churches (ICCC), meeting in its 20th World Congress, January 22-29, 2020, in Puerto Montt, Chile, calls on people and governments everywhere to embrace and promote religious liberty. We condemn the alarming trend, even in some countries known historically for affording liberty to all citizens, of increased persecution of Christians and those of other religions.

Religious liberty is much more than just granting the freedom for citizens to believe something. To be genu- ine, it must also include the freedom for the individual to practice and propagate one’s faith in his or her daily life. The faith of the child of God does not just consist in attending church on Sundays, but involves every aspect of his existence. 1 Corinthians 10:31 tells us: “Whether therefore ye eat, or drink, or whatsoever ye do, do all to the glory of God.” Governments which attempt to force Christians to dishonor God, and violate their faith, are the enemies of religious liberty.

Although the ICCC stands strongly against all false religions, and seeks to promote righteousness in our respective lands, we nonetheless advocate and promote liberty for all who are peacefully attempting to live their lives. Unlike the belief and practice of many other religions, true Biblical Christianity does not seek to force men into “converting to Christianity” by the power of the sword. We condemn all religious violence, believing that it is God alone who will mete out such reward or punishment as He, in His sovereign will, has ordained. Ecclesiastes 3:17 tells us: “God shall judge the righteous and the wicked.”

God’s command to the Bible believer is to preach the true Gospel of Christ with urgency and boldness. But, it is only by the working of God’s Spirit that a man passes “from death unto life” (John 5:24). Paul tells us in 1 Corinthians 3:6-8: “I have planted, Apollos watered; but God gave the increase. So then neither is he that planteth any thing, neither he that watereth; but God that giveth the increase.”

The ICCC is in constant, fervent prayer for those everywhere who are being harassed, jailed, or even mar- tyred for their faith and we urge our member churches and all believers to help those being persecuted. We further encourage them to be be clear and constant in promoting religious liberty in the countries where God has placed them.

Bible believing Christians know that this present evil world is at enmity against God, and against His children. Persecution has been the norm throughout human history. Paul told Timothy: “Yea, and all that will live godly in Christ Jesus shall suffer persecution” (2 Timothy 3:12).

But, the Scriptures tell us that we are not to fret and be sad, but rather take comfort in the promises of God. In the Beatitudes, our Lord Jesus Christ tells us: “Blessed are ye, when men shall revile you, and persecute you, and shall say all manner of evil against you falsely, for my sake. Rejoice, and be exceeding glad: for great is your reward in heaven: for so persecuted they the prophets which were before you” (Matthew 5:11-12).

May we take comfort and courage from the words of our Saviour: “In the world ye shall have tribulation: but be of good cheer; I have overcome the world” (John 16:33).

c) Resolution on the Holy Scriptures

The International Council of Christian Churches, meeting in its 20th World Congress, from January 22 to 29, 2020, in Puerto Montt, Chile, declares that:

1. By God’s love and benevolence, He decreed to make Himself known to mankind through the Bible, with its 66 canonical books. These Holy Scriptures are the very Word of God;

2. This revelation from God to man was indispensable so that he could know God, although sin and human limitation do not allow this knowledge to be complete;

3. The Bible was plenary and verbally inspired by the Holy Spirit, who “moved holy men of God” to write what He decreed for them to write, and freed them from error. Consequently, the Word of God is inerrant in all that it says.

4. The Scriptures affirm that this Word of God “shall stand for ever” (Isaiah 40:8) — to which nothing can be added or removed;

5. This permanence of the incorrupt Word is a necessary consequence of the fact that it is the work of the faithful God, who will never lie or let His work fall to the ground. Thus, it will be kept pure and eternal;

6. No translation of this Word is without error. Otherwise, a permanent miracle of inspiration would be required. However, when carried out by the faithful children of God, they are under the Providence of God and, provide believers with all God wants to make known to them, including an accurate knowledge of all sound doctrine;

Therefore, be it resolved, that the International Council of Christian Churches:

1. Reaffirms its unrestricted adherence to the 66 canonical books of the Holy Scriptures, in its original manuscripts, as the only rule of faith and practice;

2. Strictly rejects all perversions with which atheists, humanists, liberals, Modernists, neutral Christians, and others, seek to annul and corrupt the Scriptures;

3. Calls all faithful believers of the world to read, study, meditate and memorize the Scriptures daily, to keep them in their hearts, and to obey and practice them — with prayer and total dependence on the Holy Spirit.

d) Resolution on God's Love

The International Council of Christian Churches (ICCC) has chosen “God Is Love” for the theme of its 20th World Congress, meeting from January 22-29, 2020, in Puerto Montt, Chile. The theme verse of the Congress is 1 John 4:10: “Herein is love, not that we loved God, but that he loved us, and sent his Son to be the propitiation for our sins.”

There is perhaps no other teaching of Scripture which is more misunderstood and misapplied than the fact that “God is love.” Sadly, the world has often perverted God’s love into a message of permissiveness and selfishness.

The Bible teaches us: “For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.” God sacri ced that which was to Him of most value, of highest cost, of greatest love, so that sinners could drink of the water of life freely and be saved from eternal damnation.

The Wrath of God

Without the wrath of God, there would be no need for God’s sacri ce of His Son Jesus Christ to die on the cross for our sins. God, who is holy, cannot look upon sin. Psalm 7:11 tells us: “God judgeth the righteous, and God is angry with the wicked every day.” Isaiah 59:2: “But your iniquities have separated between you and your God, and your sins have hidden his face from you, that he will not hear.” Paul, in the New Testament wrote to the church at Rome: “For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness” (Romans 1:18).

The Inability of Man to Save Himself Apart from Christ

Romans 3:10 tells us: “As it is written, There is none righteous, no, not one.” Verse 23 continues this teach- ing: “For all have sinned, and come short of the glory of God.” Romans 5:12 tells us of God’s judgment upon all men: “Wherefore, as by one man sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned.” Man may think that good works can save his soul, but Titus 3:5 tells us that we can never be saved by our works: “Not by works of righteousness which we have done….”

God’s Love for Us

In the midst of this bleak picture, we read: “But God commendeth his love toward us, in that, while we were yet sinners, Christ died for us” (Romans 5:8). And, “For the wages of sin is death; but the gift of God is eter- nal life through Jesus Christ our Lord” (Romans 6:23).

God’s salvation of guilty sinners is the very essence and de nition of love. The theme verse of this Congress is 1 John 4:10: “Herein is love, not that we loved God, but that he loved us, and sent his Son to be the propitia- tion for our sins.” Christ satis ed divine justice and died for those who in faith believe. 1 John 1:9 tells us: “If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness.”

Our Duty to Love God

Many love the Gospel, as just presented, but ignore what God demands of us. In John 14:15, Christ very clearly tells us: “If ye love me, keep my commandments.” A man cannot love God and continue in sin and rebellion against God.

The true child of God will seek to be like Christ. He will only love those things which draw him closer to his Saviour. He will not love the vain things of this world (1 John 2:15-17). He will have the fruit of the Spirit in his life (Galatians 5:22-23) and will hate evil: “Abhor that which is evil; cleave to that which is good” (Romans 12:9).

Our Duty to Love Our Brethren

Christ tells believers clearly in John 13:35: “By this shall all men know that ye are my disciples, if ye have love one to another.” Our hearts should always have the needs of others before our own needs: “Look not every man on his own things, but every man also on the things of others” (Philippians 2:4).

The Apostle John, minces no words in 1 John 4:20: “If a man say, I love God, and hateth his brother, he is a liar: for he that loveth not his brother whom he hath seen, how can he love God whom he hath not seen?”

One of the main functions of the ICCC is to show the love of Christ among faithful Christians and churches in every corner of our globe, in ful llment of the commands of Christ.

Our Duty to Love Lost Souls

Christ gave us His Great Commission just before He ascended up into Heaven: “And that repentance and remission of sins should be preached in his name among all nations, beginning at Jerusalem. And ye are wit- nesses of these things” (Luke 24:47-48). In Acts 1:8, Christ told His disciples: “But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost part of the earth.”

The Apostle Paul so loved his Jewish kinsmen and wanted to see them know Christ that he wrote: “I have great heaviness and continual sorrow in my heart” (Romans 9:2). He then begins chapter 10 by saying: “Brethren, my heart’s desire and prayer to God for Israel is, that they might be saved.”

Like Paul we should have a burden in our hearts for lost men and must spread the gospel everywhere we go. “… he which converteth the sinner from the error of his way shall save a soul from death, and shall hide a multitude of sins.”

Christians over the centuries have given of their lives to “preach the gospel to every creature.” This has been motivated out of a love for the souls of men.

The International Council of Christian Churches calls on believers and churches everywhere to truly love God, love our brethren and love the souls of lost men out of hearts surrendered and obedient to God and His Word. May we follow in the path of those great saints of God who have gone before us.

e) Resolution on Biblical Marriage

The International Council of Christian Churches (ICCC), meeting in its 20th World Congress, January 22-29, 2020, in Puerto Montt, Chile, strongly affirms the teaching of Scripture concerning marriage:

1. God — Creator, sustainer and sovereign of the universe — ordered that a man be united in marriage with a woman, in an exclusive and lifelong union (Genesis 2: 23-24);

2. That marriage according to what is established by God is a great good for human society; and

3. That said marriage also excludes the union of persons of the same sex or the coexistence of a couple
not legitimately united (Romans 1:21-32; I Corinthians 6:18-19). This was reaffirmed by the Lord Jesus Christ, who said: “Have ye not read, that he which made them at the beginning made them male and female, And said, For this cause shall a man leave father and mother, and shall cleave to his wife: and they twain shall be one esh? Wherefore they are no more twain, but one esh. What therefore God hath joined together, let no man put assunder” (Matthew 19:4-6).

The ICCC therefore calls on all Bible-believing Christians and churches to:

1. Reaffirm the ICCC’s adherence to marriage in the manner that God has established, without any allow- ance for other forms;

2. Exhort all faithful Christians to keep their marriages within the principles and norms that God has estab- lished; and

3. Oppose, with all the means that God’s providence provides, the laws that are being promoted by human- ists and atheists throughout the world which undermine Biblical marriage and, therefore, are against the welfare of human society.
